How to remove a password from a PDF

Open password vs. permissions password
A PDF can have two kinds of protection. The open password stops anyone from viewing the document — to remove it you need to know it. The permissions (owner) password lets the file open but blocks printing, copying or editing; the tool removes those restrictions without asking for anything.
